Hold Mr. Smith’s Hand Firmly: The Need for the Clean Power Plan

My first blog post as Senior Fellow at the Kleinman Center for Energy Policy at the University of Pennsylvania (and a throwback to a post from 4 years ago).


  1. Nice (as then and now). Energy prices are volatile, and efficiency capital spending is highly sensitive to long term price estimates of energy & electricity. When uncertainty reigns, discount rates rise, and investment is below where it could/should be. Hopefully government at the federal or state level can play a role moving that target...

  2. John, I noticed that U.Penn is the #1 purchaser of RECs amongst educational institutions on the EPA website. I'm wondering if UPenn might be interested in sourcing some of those RECs from the Philadelphia community. Do you know whom I should get in contact with? John Cromer MEAM 06 -
